I wrote it up in:
www file://info.cern.ch/pub/WWW/src/www_and_frame-README
or you can try the html version with links (most of which point to
files in the distribution that it assumes you have downloaded...)
in:
www file://info.cern.ch/pub/incoming/www_and_frame.html
You might be disappointed: the aim of the project is to be able to
use FrameMaker to work on HTML documents, not to get www to grok
frame files.
